Project Spotlight: Rose Valley Wind Project

The Rose Valley Wind Project is a 200 MW wind facility now under construction near Assiniboia, Saskatchewan, majority-owned by M-Squared Renewables — an Indigenous development corporation representing the nine Nations of the Meadow Lake Tribal Council and Mistawasis Nêhiyawak First Nation. With M-Squared holding 51% ownership, Rose Valley carries the largest Indigenous ownership share of any wind project of its size in Saskatchewan.

Project Overview

Rose Valley Wind is comprised of 28 wind turbines in the Rural Municipality of Excel No. 71, supporting a power purchase agreement with SaskPower. The project was selected through SaskPower's 2024 Request for Proposals for new wind generation and reached financial close in mid-2026, with a sod-turning ceremony held June 15, 2026. Construction is expected to be complete by late 2027.

Indigenous Ownership

M-Squared Renewables holds 51% ownership of Rose Valley Wind, making it the majority owner alongside developer Potentia Renewables. M-Squared is itself owned by ten First Nations — the nine Nations of the Meadow Lake Tribal Council and Mistawasis Nêhiyawak First Nation — giving each community a direct equity stake in project revenues rather than a fixed benefit payment.

Funding Details

In June 2026, the Canada Infrastructure Bank (CIB) reached financial close with Potentia Renewables and M-Squared Renewables on a financing package for the project:

  • A $128 million project loan to Potentia Renewables and M-Squared Renewables

  • A $36.4 million Indigenous equity loan, enabling M-Squared's majority ownership position

  • A combined CIB financing package totalling $164.4 million

  • Senior lending support from Desjardins Group and KfW IPEX-Bank


Why This Project Matters

Rose Valley Wind is a useful benchmark for how Indigenous ownership structures in Canadian wind are evolving:

  • Majority, not minority, ownership. At 51%, M-Squared's stake exceeds the equity ranges typical of earlier-generation IPP partnerships, and SaskPower itself has flagged it as the largest Indigenous ownership share of any similarly sized wind project in the province.

  • Dedicated equity financing is the enabler. The CIB's separate Indigenous equity loan — distinct from the project loan — is the specific mechanism that allowed M-Squared to reach majority ownership without over-leveraging community balance sheets.

  • Multi-nation ownership vehicles are scaling. M-Squared pools the economic interests of ten First Nations into a single development corporation, a model likely to recur as more Tribal Councils pursue joint equity vehicles for large-scale generation assets.

  • Revenue flows to community priorities. MLTC leadership has indicated that distributions from prior holdings have funded housing, youth centres, and community infrastructure — with each Nation independently directing its share.
